4. Remarks. Mr. Mauriel Morejon visited Post on Friday,
January 26, 2007 and made the initial report of his abducted
son, Ulices Morejon. Mr. Morejon told conoff that his son,
Ulices Morejon lived with his mother, Karla Benitez Valdez in
Phoenix, Arizona. Mr. Morejon said that he had obtained a court
order for temporary custody of Ulices, however Ms. Benitez had
left Phoenix with the child. Mr. Morejon believed Ms. Benitez
and Ulices were residing with Ms. Benitez' parents in Nogales,
Sonora, Mexico. He signed a blanket Privacy Act Waiver and
provided Post with a copy of the Arizona Superior Court Order
granting temporary custody of Ulices to him. Post provided Mr.
Morejon with information on how Mexico processes child abduction
cases and a copy of Post's Attorneys List. Mr. Morejon was also
informed of the information within the State Department's
website on child abduction and of the National Center for
Missing and Exploited Children. Conoff outlined the procedure
for seeking assistance through the Hague Convention and
recommended that Mr. Morejon visit the local offices for Mexican
Family Services, Desarrollo Integral de la Familia (DIF).
Conoff telephoned DIF to alert them of the situation and of Mr.
Morejon's impending visit to their office.

On Monday, January 29, Post contacted Mr. Morejon to follow up
on the status of the case and his visit to the DIF offices. He
said DIF was cooperative and accompanied him to visit Ms.
Benitez and his son at Calle Hidalgo no. 494, Col. Agua Prieta
Centro in Nogales, Mexico but that Ms. Benitez refused to allow
Mr. Morejon to see Ulices. Mr. Morejon said DIF referred him to
the local office of the District Attorney (DA) for Child
Protection, Procuraduria de la Defensa del Menor. Mr. Morejon
was informed of the documentation required to receive the DA's
assistance and is in the process of obtaining copies and
translations of the requested documentation. Mr. Morejon has
also sought the assistance of the Mexican Consulate and the
Public Defenders office in Phoenix, AZ. Mr. Morejon plans on
returning to Nogales to continue working with DIF and local
authorities.
