1. Per reftel, PolOff spoke with First Secretary Nikos
Panayi of the Cypriot Foreign Ministry on December 14
regarding the current status of bilateral and U.S.-EU
Extradition and Mutual Legal Assistance (MLAT) agreements.
Panayi's response is keyed to questions posed in reftel.
a) Cyprus already has approved the U.S.-EU Extradition and
MLAT agreements. Legislative action is ongoing on the
bilateral implementing instruments, however, which are due
for parliamentary introduction early in 2008.
b) The Cypriot Ministry of Justice told the MFA that it
expected the Parliament to ratify the MLAT and Extradition
instruments by the end of March 2008.
c) The MFA is unaware of any significant roadblocks to
eventual ratification.
