1. (S) In a July 5 meeting with Poloff, MFA Near East Affairs
Attache Dionysis Dionysiou passed to us points (para 2) from
an Iranian nonpaper presented o/a June 28 to MFA Permanent
Secretary Alexandros Zenon. The unnamed Iranian diplomat

reportedly stated that these points were being conveyed "to
all friendly countries." Zenon apparently did not have any
substantive reaction other than to encourage further party
talks. It was the view of Dionysiou that the Iranian regime,
though predictably whining about the USG, was open to a
"second round of negotiations."


2. (S) QUOTE OF IRANIAN POINTS PRESENTED TO CYPRIOT MFA:

-- Pursuant to repeated calls by the Iraqi Government and
authorities, as well as the formal request made by the United
States Administration, the Islamic Republic of Iran agreed to
hold negotiations with an official delegation from the United
States of America.

-- During the first round of negotiations, the delegation of
the Islamic Republic of Iran stressed its support for the
Iraqi Government and people, the need to tackle the security
problems, further consolidation of the structures of Iraqi
armed forces and police with essential emphasis on the Iraqi
national sovereignty and full independence and territorial
integrity of Iraq and transparently and explicitly
accentuated failure of political and security plans of the
U.S. Administration.

-- Based on our findings from the first round of
negotiations, the existing problems in Iraq are so serious
and currently there is not any clear prospect and plan for
settlement of the crisis due to the failure of the policies
of the occupying foreign forces.

-- At the first round of negotiations, the U.S. delegation
was not prepared to respond to the Iranian constructive and
practical proposals, which were made in line with the request
and interests of the Iraqi Nation and Government.
