(C) Poloff May 18 delivered reftel points to MFA Asian
Affairs Director Ambassador Andreas Skarparis. Skarparis,
noting that Cyprus too ascribed to a "One China Policy,"
informed Poloff that the GOC had already decided to support
the PRC's resolution at the OIE annual meeting, declaring
Taiwan a part of China and requiring Taiwan's participation
in the organization under the name "Taiwan, China." He read
directly from Cyprus's message to other EU member states,
which concluded that, if negotiations between the two
relevant parties failed, Cyprus would support the recognition
of the PRC as a sovereign entity as well as Taiwan's
continued participation, but not as a sovereign entity.
Cyprus hoped the resolution would lead to a solution,
welcomed China's willingness not to exclude Taiwan, and
looked forward to consultations, without delay, between the
two relevant parties, based on the PRC's flexibility.
Skarparis belived that the EU had not reached a consensus
position, however, with numerous member states taking varying
positions.
