1. (C) In response to Reftel, the Embassy April 19 delivered
GAERC-related non-paper to the Cypriot Foreign Ministry's
European Union Affairs Division. We focused on two issues:
1) our desire that Cyprus and other member states
individually approve the EU-U.S. Air Transport Agreement text
at the upcoming COREPER, so that it might be signed at the
April 30 U.S.-EU Summit, and 2) our hope that Cyprus would
join other EU members in opposing Belarus's UN Human Rights
Council candidacy. Responding, MFA Attache Andreas Eliades
told Poloff that, for the EU, the aviation initiative "was a
done deal." Eliades would not reveal Cyprus's exact COREPER
plans, however. Regarding the GOC's position on Belarus, the
MFA diplomat stated that "Cyprus stands on a principled
position, that is, selection based on a country's human
rights record." Despite our pressing, he refused to stake a
clearer position.
2. (C) Comment: On both the Air Transport Agreement and the
Belarus vote, we expect Cyprus to fall into line behind the
big EU players and follow consensus, whatever that might be.
