1. (C) CHG Koran and RSO (Acting) Phillip met with Amadou
Moumouni, Director General de la Police Nationale, at
AmEmbassy Niamey on June 25, 2007 to discuss the matters
addressed in reftel. The Director General confirmed that
Nigerien authorities had seized some 10 tons of drugs since
the beginning of 2006. According to Moumouni cannabis
constituted virtually all of the seizures. Moumouni further
acknowledged seeking the assistance of the United Nations
(UN) to deal with the large haul of narcotics, but was
unaware of any request for assistance from Nigerien President
Tandja to the United States.
2. (S) RSO also conferred with GRAPO/RAO who in turn queried
contacts within the Nigerien Intelligence Community, none of
whom were aware of any request for assistance (formal or
otherwise) from the Government of Niger (GON).
