1. Post requests human rights certification for the
following Nigerien military personnel to participate in the
National Defense University International Counterterrorism
Fellows Program to be held from July 2007 to June 1, 2008 in
Washington, D.C.: Major Moussa Salaou Barmou, Commander of
the PSI Company.


2. Post's files contain no instances of gross human rights
violations as of 16 January, 2007.


3. Post requests the Department to review its files so that
appropriate human rights certification can be issued.
