SUBJECT: NIGER: HUMAN RIGHTS (LEAHY) VETTINGS FOR BILATERAL
EXERCISES IN 2007
1. The following units have been identified by the Nigerien
Military to participate in exercises with US forces during
calendar year 2007: The Anti-Terrorist Company (Compagnie
Antiterroriste),the 322 Airborne Company (based in Maradi),
and the 424 Infantry Company (based in Tillia).
2. These unites have had no known human rights violations.
NOTE: All units and officers listed below were vetted and
cleared by the Department in May of 2006. Below are the
specific officers and units to be vetted for the JCET:
Anti-Terrorist Company:
-Major Moussa Salaou Barmou (Commander)
-Captain Oumara Mahamane (Doctor)
-Lieutenant Saminou Mani (XO)
322 Airborne Company:
-Captain Mamane Sani Kaiou (Commander)
-Lieutenant Adamou Seini (Platoon Leader)
424 Infantry Company:
-Captain Seyni Yansambou Moussa (Commander)
-Lieutenant Soumaila Tahirou (Platoon Leader)
-Lieutenant Mahamadou Moussa Guedel (Platoon Leader)
3. Embassy Niamey has reviewed its files and has found no
information concerning gross human rights violations by any
of the individuals or units listed above.
