Under Secretary Jayant Khobargade October 11. Khobargade
confirmed that India's export control laws strictly regulate
graphite, which will make it easy to prevent this transaction
and punish the Indian firm. He promised to provide the
result of the investigation.
2. (C) Khobargade also volunteered that he will soon provide
responses to the seven outstanding onward proliferation cases
that Assistant Secretary John Rood brought up in June 2007
(Ref B).
