1. SUMMARY: According to Chad's finance and oil ministers,
the Economic and Monetary Commission of Central Africa
(CEMAC) is seized with the Extractive Industries Transparency
Initiative (EITI) and, within Chad, the oil minister heads a
team that is supposed to address EITI's requirments. END
SUMMARY.
2. The Ambassador raised EITI (reftel) with Minister of
Finance Abbas Mahamat Tolli June 8 and Minister of Oil
Emmanuel Nadingar June 11. Tolli said that he was aware of
the Initiative. Chad had, indeed, signed up to it. He said
that CEMAC was seized with it and had set up an office to
coordinate regional states' responses to it. Chad had set up
an interministerial team to deal with it, led by the Minister
of Oil. Tolli did not know how far this team's deliberations
had proceeded.
3. Nadinar confirmed that his ministry was charged with
following up on the requirements of the Initiative. He had
named his Chief of Services Al-Habbu Mahamat Saleh as focal
point and he intended to bring other concerned ministers
together to address the Initiative formally. He said that
CEMAC would be meeting in Libreville June 25-26 to discuss
the Initiative in collaboration with the World Bank. He had
not received the letter from Board chairman Peter Eigen.
(Note: There is no British Embassy in Ndjamena. Embassy will
provide Nadingar with a translation.)
4. Nadingar said that Chad's petroleum law ("Law 1") and
establishment of the Petroleum Resources Control and
Supervision Commission ("College") demonstrated that Chad was
already engaged in meeting the requirements of the Initiative.
5. Comment: Chad is engaged with the World Bank in
implementing a plan for transparent management of oil
revenues. These efforts have had mixed results. See septel
and previous reporting for post's ongoing assessment of these
efforts.
