1.(SBU) On January 12, 2007 the US Embassy EAC convened to
discuss the RSO,s security plans for the joint USAID/DOD
mission to eastern Chad. The Embassy has assigned a control
officer to the mission who has been working with RSO, DAO,
DCM and a UNHCR representative to coordinate logistics and
security arrangements with the UNHCR and its Security
contingent in Abeche, Chad. The UN has confirmed that they
can and will provide support for this mission.

2. (SBU) RSO normal operating procedure for TDY,s and VIP
visits in eastern Chad is follow UN Security protocols. This
visit will stay on that format. The team will use UN provided
transportation and remain overnight at UN sponsored
guesthouses. RSO is in constant communication with UN
Security HQ in N,djamena and Abeche as well as each of the
UN Field Offices. RSO will maintain contact with the Embassy
Control officer and advise if the security situation changes.
Each movement of the team will be subject to a daily security
assessment done by the RSO.

3. (SBU) The N'djamena portion of the visit will be subject
to normal Embassy operating procedures regarding security.

4. (SBU) ARSO will be present in Abeche next week with
another VIP visit and will arrange for security during any
meetings with the USAID team. RSO is working on traveling to
Abeche as well to coordinate security and logistics for this
and three other trips occurring next week.

5. (SBU) The CAR portion of the USAID mission is restricted
to meetings in Bangui. RSO will be present during the week of
January 22 - 26 for the RSO Quarterly visit and with the FSNI
there, facilitate security cooperation with the local
government.

6. (SBU) The EAC concurred with the RSO,s plans and agreed
they were sufficient
