1. (SBU) In response to ref B, Embassy Nairobi directs Washington
to refs A, C, and D. Ref D is a baseline cable on the economic
dimensions of the China-Kenya relationship. Refs A and C contain
additional new information on the same topic, and in so doing
responds to many of the issues raised ref B.


2. (SBU) Additionally, in response to ref B's query about areas of
potential U.S.-China cooperation in Kenya, there are currently no
such initiatives. But in a recent meeting between the U.S. and
Chinese ambassadors, the possibility of cooperating in areas of
mutual interest, such as assistance to prevent and treat diseases in
Kenya like malaria, was raised. One difficulty in working with the
Chinese is that the Chinese Embassy has thus far declined to join
the COM-level Donor Coordination Group, chaired by the World Bank.
It is thus problematic to know precisely what kinds of assistance
China is providing to Kenya and where therefore other donors might
be able to work together with it.


3. (SBU) On the military side, China offers professinoal
development courses for Kenyan officers, and Kenya has a defense
attache's office in Bejing. China does not to our knowledge
maintain a DATT in Nairobi. In early February, it was reported in
the press that China provided a grant worth $800,000 to the Kenyan
military for the purchase of buses and other vehicles.
