(C) Acting DCM delivered reftel points on May 29 to Abdullah
al-Riyami, Deputy Director of the International Affairs
Department at the Ministry of Foreign Affairs, urging Oman to
subscribe to the Hague Code of Conduct Against International
Ballistic Missile Proliferation (HCOC). Riyami responded
that he was well acquainted with the HCOC and said that he
would forward our points to relevant government authorities.
He added that he was not aware of any "substantive
objections" to the code, and that the possibility of Omani
subscription remained "under review." He confided, however,
that "some within the government" appeared reluctant for Oman
to be the first GCC country to subscribe to the HCOC.
