(C) The Ambassador raised ref A points in requesting support
for the African Union Mission in Somalia (AMISOM) during an
April 28 meeting with Minister Responsible for Foreign
Affairs Yusef bin Alawi. Bin Alawi acknowledged U.S.
concerns regarding Somalia, but gave no response on possible
Omani assistance for AMISOM. Referring to a joint
Saudi-Omani proposal to convene an international conference
on Somalia (refs B, C),bin Alawi said there had been no
forward movement as the Saudis seemed to be "backing away"
from the initiative. He added that the situation in Somalia
was perceived in the Gulf region as being "bad" and not
improving, and that there appeared to be little enthusiasm
within the African Union or the GCC for AMISOM.
