(C) We delivered reftel information to MFA International
Organizations officer Sergey Andryashin on October 30. We
stressed that this was a one-time exception and should not
serve as a precedent for any other Oil-for-Food (OFF) cases.
We emphasized that we hoped Russia would not link any OFF
issues with other actions at the UN, including terrorist
designations or the renewal of the MNF-I and DFI mandates.
Andryashin expressed the GOR's appreciation at the U.S.'s
willingness to make an exception on Russia's contract. He
replied that he was not aware of any linkages between the OFF
contract and other GOR actions at the UN.
