(C) We delivered reftel demarche on October 25 to MFA Middle
East and North Africa Director Vershinin. Vershinin told us
that the GOR and U.S. positions coincide on this issue. The
GOR was looking closely at the situation and remained "very
concerned" that tensions on the Turkey-Iraq border could
escalate. Military action on the part of Turkey would only
worsen, and not improve, an already bad situation, with the
prospect of spillover into neighboring countries. Given
already heightened tensions in the region, this was "neither
the time, nor the place" for an outbreak of hostilities.
Vershinin said that diplomacy, including direct contact
between Turkey and Iraq, was essential, and the GOR looked
forward to further discussion on the margins of the upcoming
Expanded Iraq Neighbors Ministerial in Istanbul.
