1. (S) A/DCM delivered reftel talking points to Ambassador
Jose Luis Cancela, Director General of the Secretariat and
the third most senior offical at the Ministry of Foreign
Affairs, on December 3. Cancela took the NIE seriously and
over the course of a detailed discussion commented that the
GOU is concerned with the possibility that Chavez will bring
Iranian "nuclear problems" to this hemisphere. Cancela did
not comment on GOU plans to make a public statement regarding
Iran at this time. A/DCM left talking points and the key
judgements from the NIE as non-papers.
