SUBJECT: TIP PROJECT PROPOSALS FROM MEXICO FOR 2007 ESF AND

1. (U) Embassy Mexico City established a committee to review
14 project proposals from non-governmental organizations in
Mexico requesting funding support from FY2007 INCLE and ESF
appropriations. The following sections of the Embassy were
represented on the committee: Political, Public Affairs,
Agency for International Development, and Immigration and
Customs Enforcement. Post selected five project proposals to
submit to the Office to Monitor and Combat Trafficking in
Persons (G/TIP) as requested in reftel. Of the five
projects, post selected the proposal by Casa Alianza as its
first choice for funding, since the organization has the most
comprehensive program to combat trafficking and is backed by
a very strong record in addressing the needs of trafficking
victims. The full proposals of the five projects will be
forwarded to the appropriate contacts in G/TIP by email.
Following are summaries of the five proposals selected.
2. (U) Applicant: Fundacion Casa Alianza Mexico, IAP
Funding amount: US$ 591,774
Project title: Human Trafficking Victims
Project duration: One year
Proposal extract: Fundacion Casa Alianza Mexico (FCAM)
provides services to boys and girls aged 12 to 18 who have
been victims of some form of human trafficking, among other
forms of abuse. FCAM has an anti-violence and sexual
exploitation program, which is designed to provide quality
education, treatment, and services to children victims of
abuse or those at high risk to become victims by (1) the work
of FCAM's street outreach team, and (2) the residential
program of the five FCAM care homes. FCAM proposes the
following programs for funding:
A. Victims Services: To expand the program to help victims
who are living on the streets and invite them to live in FCAM
care homes for their protection and for medical,
psychological and legal help; to promote the telephone
hotline for victim support and guidance.
B. Civil Society (information campaigns and training): To
expand the anti-sexual exploitation campaign aimed at civil
society and the private sector and develop the FCAM website
with exclusive information dedicated to this subject.
C. Government: To participate in conferences and networks to
produce formal proposals to influence new laws or to modify
existing regional and national laws; to provide legal
assistance to support and protect victims during the
rehabilitation process.
3. (U) Applicant: Center for Studies and Research in Social
Development and Assistance (CEIDAS)
Funding amount: US$ 300,000
Project title: Trafficking Prevention and Prosecution Program
Project duration: Two years
Proposal extract: Since 2006, CEIDAS has developed a
Trafficking Prevention Program with objectives to (1) promote
the creation of public policies to prevent human trafficking
and protect victims, and (2) to implement an awareness
campaign on human trafficking at the national level. CEIDAS
proposes the following activities for funding:
A. To publish a TIP State Prevention Model that serves as a
guide to design preventive public policies in the ten states
of Mexico with the highest incidence of human trafficking.
B. To continue to raise the priority of TIP on the public
agenda through promoting CEIDAS' TIP awareness materials in
the mass media.
C. To publish a TIP Prosecution Manual to be used as an
instructive tool for lawyers and prosecutors who need to
interpret existing legislation for prosecuting TIP cases or
to create new legislation; to provide TIP prosecution
training and assistance to lawyers who train other lawyers.
D. To develop an extended TIP diagnosis in the ten states of
Mexico with the highest incidence of human trafficking, in
order to track TIP cases and create a database that will
provide reliable statistics to measure the magnitude of
trafficking.
4. (U) Applicant: Casa del Migrante

Funding amount: US$ 126,620
Project title: Project for the Rescue of Victims of Human
Trafficking
Project duration: Two years
Proposal extract: Casa del Migrante provides temporary
shelter for migrants passing through Tapachula, Chiapas, in
addition to food, medical care, moral and material support,
and instruction in the protection of human rights. Casa del
Migrante has increasingly become involved with trafficking in
persons, specifically in designating a separate area in its
shelter for trafficking victims. Casa del Migrante proposes
the following activities for funding:
A. To create a technical group.
B. To establish a secure shelter for trafficking victims.
C. To provide an emergency route for trafficking victims,
which is a system that involves the creation of a victims'
hotline, safe lodging, medical and psychological assistance,
and possible repatriation and reunification with the victim's
family or the provision of a humanitarian visa and the
normalization of status in Mexico.
5. (U) Applicant: Consultancy, Training and Assistance in
Health, A.C. (ACASAC)
Funding amount: US$ 245,363
Project title: Intervention Model for Human Trafficking in
Southeastern Mexico
Project duration: Two years
Proposal extract: ACASAC is an organization based in San
Cristobal de las Casas, Chiapas, and since 1995 has focused
on women's health and rights by providing direct health care,
prevention awareness and training; establishing a shelter for
abused women and children; and creating a center that
provides legal, psychological and social assistance. ACASAC
proposes the following activities for funding:
A. To provide holistic attention (psychological, legal,
medical care) to women and children victims of trafficking.
B. To provide temporary and safe shelter to trafficking
victims.
C. To promote awareness about trafficking in persons and the
services available to victims.
D. To provide emergency attention to trafficking victims
through a telephone hotline.
6. (U) Applicant: Catholic Relief Services
Funding amount: US$ 256,641
Project title: Enhancing and Institutionalizing
Anti-Trafficking Capacity and Practice in Mexico
Project duration: Two years
Proposal extract: Catholic Relief Services (CRS) recently
received funding from the State Department to fight
trafficking and has already conducted a survey of 83 dioceses
across Mexico to determine the current level of understanding
and capacity to address trafficking in persons; held a
regional workshop; drafted a training manual; designed media
announcements on trafficking; and worked with the
non-governmental organization Sin Fronteras to establish
formal cooperative agreements for the referral, treatment and
support of trafficking victims. CRS proposes the following
activities for funding:
A. To expand and institutionalize the anti-trafficking
capacity of the Catholic network of social service providers.
B. To train regional anti-trafficking coordinators and expand
anti-trafficking efforts of the Mexican church social service
network in the northern and southern areas of Mexico.
C. To strengthen church-civil society cooperation mechanisms
around prevention and protection of victims of trafficking
and sex tourism in at least ten dioceses in Mexico.
