1. (U) This is an approval message.


2. (S) Ambassador approves MIST concept under USSOCOM
Trans-regional PSYOP (TRP) Execution authority and Rewards
Information Program (RIP),and executed through the
USNORTHCOM Information Operations (J39) for planning,
coordination, product development, production and
dissemination of Counter Terrorism (CT),Homeland Security
(HLS) and RIP information operation products and messages in
Mexico.


3. (S) We request that USSOCOM TRP (MPF-11) funds be
identified to establish the means to support MIST and the
supporting contractual programs to include, CT, HLS, and RIP.
These contracts are necessary for the establishment and long
term maintenance of the MIST to support the full range of US
Embassy Mexico Public Diplomacy initiatives.


4. (S) Ambassador, DCM, PAS, POL, ODC and MIST OIC are the
approval chain for all MIST products and contract. All MIST
related products and contracts must be routed through the
Ambassador for final approval.


5. (S) The MIST will coordinate all programs, themes or
messages with the Embassy's PAS Officer and POL section to
ensure that all MIST programs enhance and complement
Embassy's Public Diplomacy efforts and the established Mexico
Mission Strategic Plan. Choice of themes and methods for
implementation must be specifically approved by the
Ambassador prior to dissemination. MIST products will use
local media, pre-approved dissemination methods and resources
to accomplish the mission in Mexico.


6. (S) Mission Mexico appreciates the opportunity to work
with MIST and looks forward to a productive relationship.
