1. (C) The Philippines has no position at this time on
proposed reforms to the internal system of Administration of
Justice, according to Gunther Sales, Department of Foreign
Affairs (DFA) Assistant Director for the Political, Security,
and International Law Division in the Office of the United
Nations and International Organizations (UNIO). He promised
to convey the U.S. position to the Philippine Mission in New
York for any comment. Sales indicated that the proposed
reforms to the internal Administration of Justice had not
come to the attention of UNIO prior to the demarche.
2. (C) On a separate matter, Sales remarked that the
Philippines is focused on reforms pertaining to System-Wide
Coherence, the Department of Peacekeeping Operations, and the
Department of Disarmament Affairs. He commented that the
Non-Aligned Movement and the G-77 (of which the Philippines
is a member) are generally against any reforms seeking to
streamline operations at the expense of quality and quantity
of the programs offered. The Philippines is currently taking
a "wait-and-see" approach, and awaiting greater clarity on
the details of the proposed initiatives, he noted.
