1. (C) As requested (ref A),Post met on November 26 with
Leah Ruiz, Director of the DFA's Office of United Nations and
International Organizations, as part of an ongoing effort
(ref B) to encourage the Philippine government, as a member
of the International Atomic Energy Agency (IAEA) Board of
Governors, to pressure Iran to comply with its international
obligations. Ruiz said the report from IAEA Director General
ElBaradei demonstrated that Iran's cooperation in the
implementation of the Work Plan was inadequate (reftels A and
B). Ruiz assured poloff that the Philippine government
believed the report showed Iran had neither suspended its
proliferation-sensitive nuclear activities, nor implemented
the Additional Protocol (ref A).
