1. (C) As requested (reftel),post met with the Department
of Foreign Affairs (DFA) to convey U.S. support for Steve
Carr's candidacy to the International Red Cross and Red
Crescent Movement's Standing Commission, and urged Philippine
support for his election.
2. (C) Leah Ruiz, Director for International Political,
Legal, and Security Affairs in DFA's Office of United Nations
and International Organizations, noted our points regarding
Mr. Carr's candidacy. Ms. Ruiz stated that the candidacy of
Mr. Carr is being submitted to the Philippine Red Cross for
comment. However, observing that the United States does not
engage in quid pro quo arrangements on such issues, Ms. Ruiz
stated that the Philippines may seek to promote the
Philippines' interests on other issues by leveraging its
support for other candidates.
