1. (SBU) Summary: A demonstration outside Manama's Grand
Mosque in support of extremists rounded up in August
(reftels) drew little support. Only 50-60 people attended,
most of them families of the detainees. By comparison,
recent protests over power cuts, fishing rights, and
teachers' salary demands drew 1000-2000 people each. End
summary.


2. (SBU) After a week-long advertising campaign, on September
11 the Al-Adala movement organized a protest in support of
the Sunni extremists arrested last month. The protest was
peaceful and GOB security forces were present, but did not
interfere with the protesters as they chanted slogans, handed
out flyers critical of the government, and demanded the
unconditional release of all detainees connected to the case.


3. (C) The Justice Minister told DCM he believes the
prosecutor will turn the case over to a judge toward the end
of September (ref A). Post believes that the legal process
will be quite lengthy, with the government carefully making
its case and the defense seeking to challenge the
constitutionality of the counter-terrorism law. Once the
prosecutor presents the case to a judge, the defendants will
stand trial before a three-judge panel which will rule and
pass sentence (in the event of a conviction). There are no
jury trials in Bahrain. At least two higher courts could
potentially hear appeals.


4. (C) Comment: Al-Adala's attempts to drum up sympathy for
the extremists do not appear to be gaining much traction on
the Sunni street, despite the fact that the government has
yet to speak publicly about details of the case. GOB
officials tell us privately that they are eager to counter
the Al-Adala movement's misinformation. At the same time,
they understand the need for restraint while the prosecutor
builds his case. Once the prosecutor has delivered what
amounts to the indictment, we expect that the GOB will go
public with some of the more damning information reported
reftels.
