(C) ESTHOFF passed reftel points March 2 to MFA Disarmament 
Affairs Deputy Director General Ignacio Sanchez, urging Spain 
to instruct its representative at the March Oslo MTCR 
Technical Experts Meeting (TEM) to support the revised U.S. 
UAV/Cruise Missile proposal. Sanchez told ESTHOFF that at a 
recent meeting in Brussels, the EU's Nonproliferation 
Committee (CONOP) had agreed to support the revised U.S. 
UAV/Cruise Missile proposal. As a result, the Spanish 
representative at the Oslo TEM (mostly likely Ambassador 
Manuel Viturro de la Torre),will be instructed to support 
the U.S. proposal.
