(C) Poloff discussed the need to provide material support to
the Lebanese Armed Forces (LAF) with COL Enrique Navarro,
chief of the crisis unit in the MOD Directorate of Policy on
July 6. Navarro said that both the LAF and the UN had
recently approached the GOS about the possibility of donating
material, and that MOD was reviewing the list that Lebanon
had presented. Navarro said that while the Spanish army
cooperates closely with the LAF on the ground in Lebanon, it
is legally difficult and time consuming for Spain to donate
armaments. He noted, for example, that MOD has been working
on a deal with Paraguay's military for two years, but has not
yet received the necessary approvals. Navarro promised to
move the request up the chain, but said that he did not
expect that Spain would be able to assist with this request.
Embassy will continue to encourage the GOS to do everything
that it can to support the LAF.
