1. (S) Per reftel instructions, Post notified the GOS of US
Air Force Europe's plans to eliminate the 38th Combat Support
Wing and reduce 31 USAFE positions at Moron air base by the
end of FY09. Post delivered the notification through the
US-Spain Permanent Committee (PC),which is established under
the bilateral defense treaty and coordinates defense issues,
including US use of Spanish bases on a day-to-day basis.
When the President of the US side of the PC (the Office of
Defense Cooperation chief) talked with RADM Francisco Moreno,
President of the Spanish side of the PC, on July 6, he
emphasized that the small force structure change was part of
the normal growing and shrinking of a geographically
separated unit that adjusts size and structure according to
mission needs. Moreno was appreciative of the advance
notification, but had no substantive response.
2. (S) COMMENT: While Moreno was apparently unaware of this
action (as would be expected for someone in a MOD
headquarters position like his),the Spanish Air Force will
have known because its people stationed at Moron witnessed
the change of command ceremony and other changes that have
already occurred at the base.
