(S) Ambassador Aguirre met July 5 with Spanish National
Security Advisor Carles Casajuana to review the state of
bilateral relations at the two-year mark in the Ambassador's
tenure. The discussion was constructive and touched on
Afghanistan, Venezuela, the Middle East, and Iran, similar to
the Ambassador's meeting with Foreign Minister Moratinos (ref
A). Casajuana agreed with the Ambassador's assessment that
the U.S. and Spain agree on ninety percent of issues and
should continue to work closely to resolve our differences
transparently. The Ambassador mentioned that the Embassy
would be working with the MFA to try to increase diplomatic
pressure on Arab nations to stem the flow of foreign fighters
into Iraq. Casajuana said that this is a sensible course of
action for all U.S. partners to pursue, and he said Spain
should naturally be expected to support such an effort. The
Ambassador agreed to pursue the matter further with the MFA.
