(C) Post delivered reftel points to MFA U.S. Desk Officer
Veronique Dockendorf on November 16. Dockendorf explained
that she was unable to comment on a specific EU common policy
on the deteriorating situation in Venezuela, but that
Luxembourg certainly shares our concern over the threat
Chavez's constitutional reform package poses to democracy in
Venezuela. Dockendorf also indicated that the Grand Duke and
Duchess would be making an official state visit to Chile and
Brazil next week. She expected that the Venezuela situation
would arise in the Grand Duke's meetings in Latin America and
assured poloff that the U.S. position would be conveyed to
the Grand Duke prior to his departure.
