1. (C) DCM delivered reftel information on U.S.
democratization initiatives for Iran to Luxembourg's
Cooperation and Development Director Marc Bichler January 16.
Bichler welcomed the information and confirmed that
Luxembourg has no programs of any type in Iran.


2. (U) As a matter of national policy, Luxembourg's
development assistance is focused on ten partner countries.
For the past decade, new partner countries have been chosen
with particular reference to their low rank on the UN's Index
of Human Development.
