1. (C) The MFA informed us on 29 May that Luxembourg had
tentatively agreed to join the Global Initiative to Combat
Nuclear Terror (reftel). The MFA had prepared a briefing
paper making this recommendation which the FM was going to
present to a Government Cabinet meeting "in the near future."
When the Cabinet decides in favor of the proposal, the MFA
will inform Post via Note Verbale. The MFA expects no
opposition to this proposal in the Cabinet.
2. (C) In its briefing paper, the MFA will recommend to the
Government that it propose the inclusion of the EU in the
Initiative. The MFA's rationale was that this would allow
the EU Commission to follow and participate in discussions on
a basis similar to the Commission's participation in the
Missile Technology Control Regime (MTCR). That is, as part
of the EU Presidency Delegation vice as a formal observer.
