Leesch said that while some states may believe that they
could take a broad interpretation UNSCR 1747 which would
allow them to engage in certain arms transfers with Iran,
Luxembourg believes paragraph 5 of the resolution was "quite
clear" and that the GOL "is in complete agreement with the US
interpretation." He further stated that it was the GOL's
position that any goods of this nature transiting Luxembourg
territory bound from/to Iran "would be met with the strong
presumption of denial."
