1. Per reftel, Post requested the United Nations Development Program
(UNDP) in Zambia to provide information on the status of the
UNDEF-funded constitutional reform project, which is being
implemented by the UNDP. UNDP advised that the project document is
currently being finalized. Once the document is signed by the
Ministry of Justice, it will be forwarded to New York for approval.
2. Plans call for the first year of the two-year project to focus on
assisting GRZ efforts to determine the number of voters eligible to
vote for representatives to a constituent assembly (either through a
census or other means),drafting a statutory instrument that will
establish a secretariat for the constituent assembly and drafting a
detailed implementation plan for constitutional reform.
