(SBU) ESTOff delivered reftel demarche and nonpaper on July
26 to Jo Newstead, Head of International, Cross-Government,
Legal, and Secretariat Business of Pandemic Influenza
Planning at the UK Department of Health. Newstead has been
in direct communication with Washington on these issues,
including the upcoming meeting in Singapore. Newstead
continues to coordinate internally with FCO, the Patent
Office, the Department for International Development (DfID)
and the Department for Environment, Food and Rural Affairs
(DEFRA). Newstead agreed to review the nonpaper and send
substantive comments directly back to John Lange, David
Holman and Bruce Gellin in Washington.
