On September 14, Emboff delivered to Franc-Zeljko Zupanic,
Director of the Civil Aviation Directorate at the Ministry of
Transport, the proposed additional language for the use of
both U.S. and Canadian dollars in the ICAO budget and the
non-paper (ref A). Zupanic did not inform Emboff of
Slovenia's position on this proposal prior to his departure
for the ICAO meeting in Montreal. The Government of Slovenia
has been supportive of all U.S. initiatives in the ICAO in
the past (ref B). Post recommends reaching out to Zupanic in
Montreal.
