1. (SBU) Interlocutors in the Portuguese MFA,s Security and
Disarmament Division told us that they are canvassing
Six-Party Talks participants regarding potential European
Union support for IAEA activities in North Korea (Ref A).
They noted appreciation for our Ref B views, and will propose
EU engagement in the next CONOP meetings. They also noted
that they have not yet heard from the other participants in
the talks.
2. (SBU) The Portuguese do not know in what form the EU
support will take. They expect a financial contribution will
be approved, but hope some form of technical assistance will
also be possible.
