1. (C) On September 5, Pol/Econ Officer conveyed reftel
talking points to senior analysts Rui Caroco and Duarte Nuno
G.J. Pinto da Rocha in the MFA's Office of International
Organizations and Economic Affairs. According to Caroco, the
GOP wants to avoid the addition of any country-specific item
to the IAEA General Conference agenda and prefers that all
Middle East issues be dealt with under GC(51)/14 (Application
of IAEA Safeguards in the Middle East). The GOP considers the
Arab League's "Israeli Nuclear Capabilities and Threat"
nothing more than an attempt by Iran to deflect attention
from more pressing issues and complicate negotiations. Caroco
agreed that the best options are to push Egypt to take a
stronger leadership role in the League to counterbalance
Iran's influence, and to encourage Egypt to return to a
consensus resolution on GC(51)/14 with Israel.
2. (C) Caroco could not confirm EU consensus on the USG call
for a "no-action" motion and suggested that adding an
Iran-specific item would further complicate the issue. He
noted that some member states are considering the Arab
League's proposal as long as the term "threat" is removed
from the title, but he doubts that such a push would be
successful. Caroco said he would share the USG perspectives
with the Portuguese mission in Vienna which he says is
already working on this issue.
