1. (C) After receiving your message, I spoke to deputy MFA
political director Antonio Ricoca Freire to urge Portugal's
support for both Slovenia and Bosnia, and to encourage the
GOP to weigh in with countries with which it has influence to
encourage them to do the same. My conversation followed up
on an earlier phone call from U/S Dobriansky to MFA secretary
of state Joao Cravinho and previous discussions at lower
levels with the GOP.


2. (C) Ricoca Freire confirmed that Portugal would vote in
favor of Slovenia and, if it announces its candidacy, Bosnia.
If Bosnia does not formally throw its hat in the ring,
Portugal would abstain on Belarus. He expressed concern,
though, that Belarus would likely win one seat -- as the only
European member of the NAM, it would earn the votes of at
least two-thirds of NAM members -- and that support for the
second seat would then be diluted between Slovenia and
Bosnia. Nonetheless, Ricoca Freire agreed to encourage
governments with which Portugal has longstanding ties,
particularly Cape Verde, Mozambique, Sao Tome and Principe,
and Guinea-Bissau, to support the Slovenian and Bosnian
candidacies. .
