1. On May 3, PolEconOff delivered reftel talking points to
Jorge Palmeirim, Portuguese representative to the
International Whaling Commission (IWC),who plans to attend
the May 28-31 Annual Meeting in Anchorage. Regarding the
U.S.-Russia request to update the bowhead whale quota,
Palmeirim stated that Portugal remains committed to its
pro-conservation stance and would not be inclined to vote in
favor of any proposal allowing more whales to be hunted. He
also opined that the mandate for the Conservation Committee
should not be changed to include sustainable use or
management issues.


2. Palmeirim noted that Portugal had submitted its candidacy
to host the 2009 IWC Annual Meeting in Madeira two years ago.
The only other candidate country was Japan, which nominated
itself last year, and Palmeirim asked for U.S support for
Portugal's candidacy.
