1. Post provides the following information to identify
"democracy practitioners" in Peru.
Diego Garcia Sayan, justice reform, political analysis.
Garcia Sayan was the Peruvian Minister of Justice from
November 2000 to July 2001 and Minister of Foreign Affairs in
Peru from July 2001 to July 2002. He has been the chairman
of the UN working group on Enforced or Involuntary
Disappearances since 2001 and is currently a judge at the
Interamerican Court of Human Rights.

Percy Medina, NGOs, political party reform, Congressional
relations
Percy Medina is the secretary general of Transparencia, an
NGO promoting institutional development and citizen
participation in government. Medina has served as an
international electoral observer in 14 countries in America,
Europe, and Asia. He is also country director for NDI's
political party program.

Ernesto de la Jara, justice reform, transparency in government
Ernesto de la Jara Basombrio founded the Institute of Legal
Defense, which since 1983 has defended and promoted human
rights in Peru. De la Jara is also the director of "Justicia
Viva," a program for the promotion of human rights in Peru
co-administered by IDL and the School of Law at Catholic
University in Lima
.
