1. (U) Ambassador Eastham delivered reftel talking points to Deputy
Minister of Foreign Affairs Henri Mumba on May 21. Mumba thanked
the Ambassador for bringing up the subject, and expressed his view
that the "situation (in Sudan) is very frustrating and cannot
continue." Mumba, however, could not commit the GOM to a specific
position on the command and control of the UN/AU hybrid force before
consulting with his colleagues at the Ministry of Defense. He said
he would speak with the Minister of Defense and then follow up with
the Ambassador. Any further information will be delivered septel.
