REF: LA PAZ 528

1. (U) Massive flooding continues to plague the eastern
Bolivian departments of the Beni and Santa Cruz and has begun
to affect municipalities of Pando, a department bordering the
Beni to the northwest.

- Water levels continue to rise, affecting more than 40
percent of the territory of the Beni and inundating an
estimated 210,000 hectares of crops in the department of
Santa Cruz. Eastern Agricultural Chamber General Manager
Edilberto Osinaga estimated losses at more than USD 100
million.

- Total damage estimates have exceeded the USD 250 million
reported in reftel.

2. (U) On February 27, President Morales visited Trinidad,
the capital of the Beni, to assess the damage. He promised
aid for new housing and infrastructure and later announced
that the government was considering declaring three provinces
of the Beni disaster zones.
