Emboff delivered the fact sheet on President Bush's new
international climate change framework initiative (ref A) to
Jimena Nasif and Miriam Siles from the ministry of foreign
affair's office of multilateral relations on June 13. During
the same meeting, Emboff also discussed the Washington
International Renewable Energy Conference (WIREC) to be held
in March 2008 (ref B). Nasif responded that the foreign
affairs ministry would review President Bush's proposal and
would raise the issue of WIREC with the relevant ministries
to encourage participation and determine which ministry would
take the lead on the issue. Nasif noted that the ministry of
development planning would likely have that role, as it is
already considering the issue of climate change. Other
possible WIREC participants include the ministry of
hydrocarbons, the vice ministry of electricity and
alternative energies, and the ministry of agriculture.
However, Nasif noted the high probability that particular
ministers and vice ministers currently in charge of those
areas would change prior to March 2008.
