1. (SBU) On June 1, Poloff met with the Ministry of Foreign
Affair's director of international organizations and
delivered reftel demarche. The director responded that the
GOB has not reached a decision on whether to support Robert
B. Zoellick's nomination to be president of the World Bank.
2. (SBU) Comment: While the official line is that the GOB
has not reached a decision on Mr. Zoellick, statements by
Pablo Solon, Bolivia's special ambassador for trade and
integration, may indicate otherwise. Following his May 31
meeting in Washington with the World Bank's International
Center for Settlement and Investment Disputes (ICSID) Solon
stated, "We are worried that they (the World Bank under
Zoellick) may start to link issues of foreign assistance . .
. to the promotion of . . . polices of free trade." He
continued by saying, "We believe that these types of policies
tend to favor multinational corporations to the detriment of
the sovereign and democratic rights of states." Solon was
meeting with ICSID to explain the GOB's May 2 announcement to
pullout of the organization. End Comment.
