(C) In the run up to the April 14 election, violent clashes
between People's Democratic Party (PDP) and Action Congress
(AC) supporters have been reported in a dozen Local
Government Areas (LGAs) in the City of Lagos. At least three
people were killed in a clash on Lagos Island between PDP and
AC supporters on April 11. With large gangs of often armed
political supporters and hired "area boys" seen frequently in
contested areas of the city, near the homes of candidates,
political party headquarters and at rallies, the level of
violence has been discomforting and the potential for further
violence remains.


2. (C) AC candidate Babatunde Fashola of AC is the probable
front-runner, but the PDP is determined to gain control of
the commercial capital. If the PDP manages a victory, the
reaction of the AC would be one that could result in
significant disturbances mainly on mainland Lagos. Yet the
islands where the Consulate community resides and works could
also be affected. Post Emergency Action Committee (EAC) met
and has adjusted Post's security posture accordingly.
