1. (C) We delivered ref A talking points and text of the
draft UN Security Council Resolution (UNSCR) on Iraq December
14 to Third Territorial Department Middle East Division
Acting Director Mykola Leshchenko, Iraq Desk Officer Mykola
Radchenko, and UN and Other International Organizations UN
desk officer Oleh Dubovy. We noted that we were following up
our delivery of the U.S.-Iraq Statement of Principles (ref B)
in order to keep Ukraine informed, as a nation participating
in the Multi-National Force - Iraq (MNF-I),regarding the
process that would eventually lead to a legal framework for
coalition military activities in Iraq after the Chapter VII
mandate expires in December 2008.
2. (C) Leshchenko was grateful to receive the text of the
draft resolution, which he noted he had not yet received.
Radchenko said he would welcome further consultations
regarding the agreements to be developed to authorize
third-countries to participate in military operations in
Iraq. Leshchenko hypothesized that the process might include
the negotiation of a Mutual Defense Agreement like the ones
that the U.S. had already negotiated with certain Gulf States.
