1. (S) We relayed reftel information November 30 regarding
Ukrainian Arsenal Design Bureau's potential business with the
Beijing Institute of Aerospace Control Devices and with
affiliates of the China Sanjiang Space Group to MFA Arms
Control and Military Technical Cooperation Department
Counselor Oleh Belokolos. Belokolos said he would pass on
the information to the appropriate Ukrainian government
offices for follow-up, but also noted that Arsenal would have
needed to apply for an export license from the State Service
for Export Control, which, in turn, would transfer the
request to MFA for its input. Belokolos said he did not
recall any application from Arsenal in 2006.


2. (S) Belokolos also thanked us for the information in
reftel regarding the U.S. investigation into U.S. firms Myers
and Thiokol's alleged sale to India's Cyano Chemisive
Systems. He said he would circulate this information within
the Ukrainian government.
