1. (C) We delivered ref A talking points and text of the
U.S.-Iraq Statement of Principles November 27 to Third
Territorial Department Middle East Division Acting Director
Mykola Leshchenko and U.S. and Canada Desk Director Yuriy
Nykytiuk. We emphasized the U.S. desire to consult on the
best possible legal framework we should pursue to ensure
continued coalition participation after the Chapter VII
mandate expires in December 2008. Nykytiuk said MFA would
circulate the Statement of Principles interagency within the
Ukrainian government to prepare for a dialogue on the way
forward and to determine a way for Ukraine to continue to
participate in multinational operations in Iraq. Leshchenko
noted that the process should engage the Ministry of Interior
(MOI),which had still not committed personnel to Iraq,
although MOI had unique capabilities and skills to provide to
Ukraine's role in training the Iraqi police as part of the
NATO Training Mission.
