1. (C) PolOff delivered reftel demarche May 12 to Dr. Hamad
Bou Rahamah, the Acting Director of the Ministry of Foreign
Affairs' International Organizations Department. Bou Rahamah
agreed that Belarus' human rights record was an obstacle to
its candidacy for the UN Human Rights Council (UNHRC) and
expressed the Kuwaiti government's desire to "work with the
U.S. on this," but did not say definitively whether or not
Kuwait would vote for Slovenia and Bosnia as alternatives.
He promised to pursue the issue and notify post when Kuwait
had made a final decision.
2. (C) Comment: This is an issue that does not get a great
deal of visibility at the Kuwaiti MFA. While our
interlocutors have agreed to consider our concerns, we
recommend follow-up with the Kuwaitis in New York.
