(C) PolOff delivered reftel demarche May 12 to Mansour
Al-Oulaimi, the Iran desk officer at the Ministry of Foreign
Affairs. PolOff underscored that permitting transit of UN
Security Council-designated Iranians through Kuwaiti
territory could provide the Iranians with an opportunity to
undermine the credibility of UNSCRs 1737 and 1747 and
potentially embarrass the Kuwaiti government. Al-Oulaimi
agreed that the international community must remain united in
pressuring the Iranian regime to change its behavior and
comply with its obligations under the Non-proliferation
Treaty. He undertook to follow up on the issue with other
relevant MFA departments. Post will report any further
reaction septel.
