1. (C/NF) The following response is keyed to ref A.
2. (S/NF) Effectiveness of Tranche I Designations: Tranche
I designations have had little discernible impact on the
three Kuwaitis identified as terrorist facilitators -- Hamad
Al-Ali, Jaber Al-Jalamah, and Mubarak Al-Bathali -- though we
have seen some reporting that the designations have impinged
on their ability to move money and travel. The GOK continues
to maintain (ref B) that there is no basis for the
designation of the three Kuwaitis in Kuwait or at the UN as
"they are not active and not threatening." Post believes it
unlikely that additional demarches will persuade the GOK to
support the removal of the hold at the UN or the designation
itself.
3. (C/NF) Impact on bilateral relations: This U.S.-only
designation has had minimal impact, positive or negative, on
bilateral relations, although the timing of the designations
caught the GOK by surprise. The GOK has been aware of USG
concerns about the three individuals for some time, and all
three are known to the Kuwaiti security forces. Senior GOK
officials did not express concern about or raise the
designations during the Secretary's January visit to Kuwait.
4. (C/NF) Media Reaction: There was a short burst of
front-page reporting -- primarily factual -- on the
designations immediately after the U.S. announcement,
followed by some commentary from several of the designees and
a few journalists. Media attention has since waned. There
has been no action taken by local media or other groups as a
result of the designations.
5. (C/NF) Post refers the Department to reftels,
particularly ref B, for additional reporting on GOK
opposition to this designation.
